This article suggests nine steps states should take to accomplish the broadband goals of the Infrastructure Investment and Jobs Act. Those steps include publicly defining goals, getting input from communities and stakeholders, developing a digital inclusion plan, and establishing competitive grant and commitment-enforcement processes.
